I was thinking the purpose of that announcement was not so much to initiate a bidding war but rather to inform the ARG government that several international parties are interested. The intention could be to prompt them to expedite the export license process. How can they convey this to the government without disclosing it to the market? And why telling the market this (that car producers are interested etc) if we do not work in the expert license?
