No, at no point were 100% of participants clear of bugs.
They are saying that at day seven 76% of participants had no staph in their nose, it was 100% eradicated.
the remaining 24% at day seven still had (some) staph in their nose, and therefore can't count as 100% eradicated.
So at day seven 16 people had no staph (100% eradicated), but the remaining 5 participants still had some staph in their nose, but likely significantly less, but if the nasal swab finds one tiny bit of staph, then it doesn't count as 100% eradicated, even if 99.9% of the staph is gone.
