Most sites will have remaining stock of palcebo and active as labelled and that may help solve the mystery if it is a packaging one as opposed to an administrative or selection one..

I don't know what teh solution is a s nt sure you can restart trila once closed so is it a start again? Without the " bad arm" of trial there may not be enough nimbers to be significant etc.
