The thing that I think makes it not a good comparison for our situation is that it refers to "households". . . ..which may contain several members.
Therefore, the rate of infection of individuals is likely to be much less than 19 per cent. . . . just as the proportion of individuals treated with zanamivir who contracted influenza is likely to be less than 4 per cent.
