The directors have the 15% rule to use and I agree with you a CR would not be good especially since mining to prevent dilution has come to the fore.
Nevertheless if the board wanted to raise they could ie 15% of SOI (1,390,000,000 by 0.15 equals 208,500,000) so 208,500,000 shares placed at say 0.004 per share equals $834,000 raised.
