Hey Peerod, IMO there is a difference between agreement and approval. An Aboriginal Heritage Agreement may well be in place however an Aboriginal Heritage Approval is an expression granting permission, in this case the WA Govt, while an agreement is an understanding between entities to follow a specific course of conduct which could be related to traditional land owners and tribal elders. The requirements of both could well be different.
