The market tends to agree that it is all just pie in the sky stuff. I can't see any other motive for publishing such hope other than to try and prop up the SP to obtain more money at the most advantageous price possible. We're gonna need the funds to see the arbitration through. They are always more expensive and take longer than anticipated.
Then what is the timeline for payment of any proceeds that may come from arbitration? (the last one we walked away paying having to pay our own legals)
