After a 2nd listen to the most recent interview, it sounds like they're looking to raise equity for the US$10m shortfall and use the Bank finance for working Capital. Lindsay says:

Re Q about the IDC CPs

"....raise some equity, we’ve got really good support for that both in Angola and here (London) and even in Kenya....”

he then goes on to say:

“the working capital facility, thats really positive, I think we’ll get more than what we’re actually looking for, because the Presidents program to make money available for value chain in agriculture is really coming down through the local banks....”
