WTF - I am confused. If a contract has been agreed and is ready to sign why are they describing a tender process being underway. The tender happens first and following negotiation that leads to the contract execution. They really need to get someone who understands the process to check the wording. This does not make sense and adds to my concern that they don't have the right level of construction expertise. They keep saying it is a straight-forward construction, but then describe a process that does not make sense. Has been a bumpy journey on the design and construction.
I still remain confident in the long term. They just need to secure funding, bumble through construction and all will be fine. Just could have been so much easier.
