The seller at the end did look a little urgent but I don't think stocks are ever 'managed' like people think - just some get desperate for cash and dump. It takes a while but there is a good changing of stock going on - it seems the place to buy is 3.8-4c and the place to sell is 4.2-4.5c in the short term.
