If we assume that the 100,000m LV cable has an average cross sectional area of 6mm, then I make that something like 25t of refined copper. If the 350,000m HV cable has an average cross sectional area of 25mm then I make that something like 440t of refined copper. Has the delay occurred while all the NCU has been refined and drawn into wires?
