Their bid for NAL last year was not accepted. It was rejected, not considered - or otherwise not acceptable. Just like any others that were submitted.

They (The Monitor) went back out to market in an attempt to obtain an offer they would be prepared to accept - being the current process.

No matter how you sugar coat it - that's a failed bid attempt.

So what has changed since their last bid, other than AJM (their partner in the bid) going into administration?

On that last point - refer some older ANN from last year, when assembling the DREAM TEAM . Refer the impact of AJM on the bid, and the teams reputation (IMO).

Last year they assembled the DREAM TEAM - so what are they assembling now, and how can they possibly convince anyone they are better than what they were 12 months ago?

And BAPE - two (2) years or thereabouts now?
