Did you read the announcement? Half of the increase ($27m of $55m) was based on an A11 decision to improve operational performance. Given the current supply chain pressures, that $28m cost increase (excluding the $27m improvement) is pretty standard given the cost blow-outs across the entire infrastructure sector at present.
It's also relatively insignificant given the cashflow PLL will be generating in the short-term.
