Yes unfortunately it appears that way. I got burnt back in 2017, bought at 10 cents in the relentless pump from 3 to 11 cents and then it just dropped and kept falling for months. no reasons, no announcements whatsoever other than people in the know knew the story was dead. Good luck everyone.
