To be fair, they submitted the relevant approvals before exploration started, as you can guage from the Ann, but unfortunately those approvals have yet to be granted, and they say will be granted in mid November. You can't explore without those approvals, so I suspect they have an idea what they want to do but can't until then. Reading the announcement they suspect the approvals will now be granted in November.

I suspect when they started exploration late September they felt they would have had those clearances earlier than they now are going to get them. Yes agree the update to market should have come earlier, but also suggest they CR raised at the right time too, which appears a bonus given those delays in approvals. Just a perspective. I wonder if QXR is also facing the same 'delays', been exploration can't commence to at least November. So I wouldn't be as pessimistic as you come across to be frank. What they do in the month following the approvals is the key here.
