I think PLS is preparing for the future on this one.
They have created an agreement when prices a re weak that will allow them to fully benefit of better prices in a few years when the market will be tighter.
furthermore they will already have the agreements to occupy the space so to me it is a very forward looking agreement and an excellent long term strategy
