I don't think it matters.
What an MOU is really saying is that two parties are talking.
Business is just like that, a dinners, some sake. MOU's about about initial connections.
They are non binding so have little tangible value. The real value far outweighs the tangibles.
It's about discussions, introductions, friendships etc
