Stage 1 will be for the earthmoving contractor and as they move out the civil contractor (foundations) will move in.
Stage 2 will accommodate a mix of civil, structural, mechanical, piping and electrical contractors (roughly in that order) reaching a peak work force in April 2017. Then as they finish their work, the instrument technicains, commissioning people, operations people will move in.
