I have an engineering background, and through all my life did not come across a project which would be on time.
One month delay is nothing, it is really good, it giving engineers an extra time to fine tune a processes.
I would worry if management rushed the project.
Regarding a SP market expected to much in this point of time. There was great expectation for JV in USA, which still to come in right course of time, share dilution should not be worry, many in the bank for the reason to grow a company.
many investors just collect couple of millions more than planed. I personally doubled what I planned, broken all my holding rules and please don't supply more at this prices because is to tempted to by more, and I'm run out of cash, and other stocks to sell.
