I had a quick read. That is just generally a poorly written document. It's so hard to follow what they are saying. Do they charge by the page? Because it feels as though whatever it was they were trying to say they could have said in 2 pages not 30.
It seems pretty obvious whoever wrote it doesn't really understand how a business like PNC operates.
