Because that is the maximum economical open cut operation. It is the ration for whole of mine life. The strip ratio for the first couple of years will be a fraction of the 13.3 ratio for the life of the mine. This gives much lower costs for the first years and much quicker return of capital. Very attractive to lenders or investors.
