Yes its 1:1 options to get the Soph Investors involved.
1:2 options for shareholders @ 0.002/option. Allows existing holders to benefit cheaply in the potential upside over the next 3years (without the ned to outlay cash for the additional shares until success is found) and will also give another small cash injection should their projects get these options into the money and get them exercised.
It's a novel way to get current holders involved in the company's success (other than obviously the already held heads), I don't hate it. Gives a relatively fair distribution of the unlimited upside potential.
