My take on it is this is a straight forward SPP - not a rights issues. So whoever holds on the record date (1st Dec I think) can participate - regardless of how many shares they hold. So you could buy $500 or stock, then participate in the SPP.

It will almost certainly be heavily scaled back. This is entirely up to AVX how they do this, but usually applied evenly across the board.
