Don't entirely agree, I recently retired from a govt Agency and this was one of the underlying determinants of with whom we did business. Some areas of the private sector(eg energy, mining) it's critical. It's a risk indicator of bringing into disrepute, reliability of delivery and after sales service. I always ensured it was covered in our contracts that we could terminate on such terms.
