What's the mystery here? This is just an admin notice saying PET issued 24 million shares for the share placement. The company referred to is PET, as per this statement:
"On 16 April 2020, Phoslock Environmental Technologies Limited (ABN 88 099 555 290) (Company) issued 24,000,000 fully paid ordinary shares (Placement Shares) at an issue price of 50 cents per share pursuant to the share placement announced by the Company to ASX on 9 April 2020."
No buyers are mentioned in the document because that's not its purpose.
And let's ease up on the casual racism please.
