My question capraise would rather be how determined are MCC to get the work that would be produced by creating a mine. This is the key to the equation and MCC is the main recepient of the financed cash. Suzhou also want a chunk of something and have agreed to help with funding and set up of the mine.
Financing not secured yet but with large players involved there should at least be terms on the table with negotiations on going.
