They initially said they could build the plants from scratch at around 6 million each so I can't fathom how they could still need 8 million to complete it. The fact that costs have blown out in a huge way does not help to sell the concept to others companies. I would really like to see where all the money has gone and how they could still say they need either 3, 6 or even 8 million.
