I wonder if the progression of modular plant development is actually much more advanced than we think. The acquisition of mawpump, additional warehouse/fab space, continued work with She'll/QGC gives a feel that Bahay may have positioned the company to move rapidly with the modular plants now that they played there hand with the master plan.
