Pel the company is operating in Africa where things move at a snail's pace in many cases...esp those involving the govt or its regulatory agencies, in which case progress towards stated goals is no longet in Volt's hands. Throw in the complications brought about by new legislation, its impact & workings, and the consequent hesitation of bureaucrats taking decisions lest they "go wrong"..... and you begin to get the picture....
