Feels implied. Not sure what can be done if the investors are in China and even if MRR did get the money, they don't seem the type to be very committed investors. I've never seen this situation but assume at some point the raising can be reduced to take into account the terminated investors. Might be other implications but this isn't stated in the ann. ~10m is the original raising target before it was oversubscribed, so more than enough for the drilling programs. Also less dilution.
