Additional costs of rights issue for a company the size of LSR are immaterial - probably only $8k to $10 for prospectus prep, printing/mailout and registry fees. Lawyers could pump out a prospectus in half a day.
Timing is a key factor - week for a placement versus one month for a rights issue, although majority of funds won't be received for a couple of months until post AGM.
