the risk that he is not spelling out is the fact the magnesite is a salt. meaning it's hygroscopic.....absorbs moisture. it's used as a drying agent in some applications. so, unless it's dried on site, or, sent to a nearby plant, you could be transporting useless water in the ore, that adds to bulk transport costs.......ie. extra cost.
with darwin's high rainfall this may be the stumbling block, but not un-surmountable.
