I have read resolution 7- too. Pretty slack from NOR as the changes to ASX listing rules have been flagged for the last 6 months.
As per 01/12/2019 " The ability for listed entities to use the additional 10% placement capacity for the issue of shares for non-cash consideration eg., as consideration for an acquisition, is being removed"
