2019 has been my best year ever. Multiple mulit-baggers including a 15-bagger in 6 months. Those who follow me on an non-encrypted, non-secretive web site got the buy/sell calls in advance.

Could NOR be a multi-bagger from these levels?

Only if it changes from 4 years of over-promising and under-delivering.

It needs deals with real $ attached to them. The deals need to be transparent. Any wishy-washy "partnership" type deal will not be the break-out many are hoping for as we have seen this all too often here.
