I also thought that wording was interesting. I have seen it used in placement announcements for other companies. Perhaps there is some relaxation of the rules when issuing shares to major shareholders / sophisticated investors who are currently on the register or participated when the company was floated?
A quick comparison of major shareholders from the first and latest annual reports shows some consistency over the last six years. Adrian Grant, Mark Estall, Paul Reynolds and a number of high net worth individuals were on the register back then and, from what I can tell, remain shareholders today. Although some of them have changed the vehicles through which they hold shares. Plus there are all the shares held via custodial companies for which the beneficial owner is not public.
