I think this sort of explains why the SP has decreased. It looks like PLT are looking for cash to fund their medium term priorities.
Maybe many who bought into the IPO sold out due to the incoming dilution or they wanted to participate in the next round of cash raising and so sold a portion/all of their holdings to enable to get in at a lower price.
This could be a good opportunity to get in. If a substantial raise is indeed done, then that could see PLT out towards profitability.
