A40 deal still on hold allowing KM to just bill fees at will.
Reason - FIRB approval required and pretty much none being given at the moment.
That would be the issue with Ganfeng or any other Overseas money, FIRB would delay it, unless Ganfeng borrowed it as pre payments, but highly risky for them as they would be putting it all in as unsecured creditors.
Any deal needs to be pulled together with local money.
