Well I have had a learning experience this morning so thanks, considering how many years I've been involved and always assumed it was the company making the decision with ASX having little involvement except in retrospect if it is found it should have been lodged the other way around.
You are somewhat correct that ASX makes the final determination, but the company makes the initial submission. We will likely never know what PDN (or any company) flags on its submission, but I would think like most bureaucracy and the volume of submissions daily what the company lodges it as is likely the final result.
With education to the company from the ASX if it is found to be 'incorrect'.
