Pluton want a mine, not cash, so this had to be the best deal possible. They wanted to retain the interest, it's well documented

Perhaps there was a possibility of a buy out, but Tony perhaps didn't like terms and went the bigger picture to take out Cliffs.
That's what trading halts are all about - and you know Tony is more interested in his sharehodlers and his beloved Pluton than in making the wrong deal.
