firstly would be scuba dive along the 3km lake to document the entire fishery ecosystem - then submit EIS to the quebec and federal govt for assessment.
then they have to take whatever preventative actions deemed neccessary by the authorities to relocate the fishery
sounds like a herculean feat when there are other more accessible deposits all around.
