The rush to spend unspent budgets is 100% a thing for utilities. These are regulated entities that can only charge and spend as approved by the regulatory body. The utilities will always want to ask for more next regulatory period which is difficult if you don’t spend the current budget. So at the end of the FY there is always a bit of a rush to get the money out the door.
