this was already going to happen and was factored into the stock when announced of the licensing. This isn't and it hasn't made a difference to the SP until there are signs of improvement from their reports. the market doesn't give a damn about new states going live, only the results. $500 mill in the bank only there incase things go wrong and have a back up.
