You're spot-on regarding this not coming into their forecasts.
When I asked about it at the AGM, Ben did mention that whilst it was an exciting prospect 'we shouldn't get too ahead of ourselves' or similar.
I've extracted out the relevant part of a post that I did soon after the AGM regarding Poland etc. (it's better than I remembered, and than this announcement implies):-

something that was briefly mentioned in the presentations could end up being pretty significant. The bit about "National screening programmes being evaluated for Poland, Turkey and Sri Lanka". I managed to get a question in about these just prior to the winding up of the meeting, and it appears that these are looking like good prospects, Truscreen is the only one being evaluated, and if they go ahead then Poland would be 1,000 units, Sri Lanka 100 units and Turkey would be 'very large' (?!!) ... an EU-backed program. When you look at that and 3,000 SUS p.a. per unit at $7 each, it's looking pretty healthy. Ben said not to get 'too excited about it' because they were still in evaluation stage, but didn't hesitate to roll out some of the impressive numbers.

Like ... woo hoo !!!! 1,000 units! If you re-read the announcement, they don't mention an estimated final take-up, just the initial purchase. Presumably they're doing an initial purchase, see how it goes, then increase after a successful implementation and good results.
That being the case, view this announcement as being potential 10 times better than it currently reads. Well done to Polartechnics in not ramping it beyond the facts (especially given the climate and situation, mid-SPP).

p.s. I purchased most of the initial 8.6-9.9c purchases this morning. If the SP doesn't fly today, it should soon when people wake up to what this announcement actually means. Presumably it's the SPP and other pending capital raisings keeping a lid on things. For the record, I'll still be taking up the $5K SPP, no matter what the SP (based on a recent sale to fund it).
