Yeah no doubt about that, they dont call WA the Mining State without good reason. Minign doesnt just carry WA, but all of Australia. (mining royalties)

Looking again in Google, Ashburton Port is about 20kms in a straight line East of Onslow, and theres no residential there by the looks, so its a purpose built facility. So wouldnt think dust from there would be an issue in Onslow. Those Onslow folk complaining are probably just NIMBYS, and those folk with issues like asthma or whatever should just get out and go to Gerro or Perth. As you say, dont bite the hand that feeds you. WA is a special place in that regard.
