No it doesn't. Unless by "fast-tracking", you mean "not making avoidable mistakes". The purpose of the programme is to reduce the risk that companies will conduct clinical studies which do not allow for appropriate health economic outcomes to be assessed. As indeed, it says in the announcement.

So, not fast tracked. Same old reimbursement process, but hopefully with data which the reimbursement authorities consider meaningful.
