Hopper like any other board member can take up their full entitlements without changing their holding % as long as the shortfall is distributed in a way that his direct interest account won't get to or over 20%. But he got many "indirect holding" vehicles in case he wants to get over it. Of course he can use possible puppets, there are thousands of legal ways if one tries hard.
But let's assume all ends at 20% and any shortfall will be distributed based on holding % or any other fair criteria. And that could put a floor under today's spike as those who sold 3 of 3 held can only buy back 2 guaranteed. I have applied for a lot more but today may throw a spanner into the "CHM RI shortfall works". In my case, if I want all of those non-guaranteed ones back I must buy on market while trying to stay below selling price to make it worth. Based on today's turnover there could be a lot of holders in the same situation which could even see the sp settling at 3.5c. All depends on how many have sold today to re-enter, those having a bit of Non-Shortfall FOMO and newbies trying to average down if bought in the 4c. Of course one unknown variable, will there be a sp fall below 2.8c as seen at IMU's sp fall below the SPP 5.6c recently.
In all cases, over time everyone should come out as a winner.
