Does it actually say somewhere that they "weren't allowed to release" the capex and opex numbers?

I read the document and didn't see it in there? Is it an actual fact was it stated somewhere I missed or is it a hotcopper fantasy fact that people are slinging?

I have only seen one company refuse to release Scoping study numbers before and that was EXU on their 400koz gold deposit, people were claiming management told them they were awesome result, but weren't allowed to release them, well it turned they actually just stunk and 30000m more drilling was what was needed.

I hope people here are posting with integrity and not just making things up.
