are you talking about tax credits? If so nothing announced so we cant speculate on that.
if not then they are 35% sure that the costs will be somewhere in the figures they stated.
and the machinery cost they are 35% sure that there is a 10% surety that they guessed the machinery costs right ( probably didnt mean it that way but thats whats written )
also all as new not 2nd hand etc
