Who knows.... It could be a Chinese placement via an established Australian miner to get the purchase across the line, perhaps even build it and manage it for the Chinese owner in exchange for continued purchase of their own ore until it's ready for shipping.
This has been going on for so long I wonder if I even have a decent grasp of reality sometimes.
