Probably not for the full $200M but certainly $50-100M is within the realm of possibility. While interest rates are low - counterparty risk is very much front and center of every banks mind. Lets see what ends up happening but the last time when CS put out their report and others were skeptical re a cap raising it ended up happening. We should find out in the next month or so.
